BackgroundApplications are invited for the above position with SPREP in Samoa. Appointment would be for be a 3-year term initially with possible renewal up to a maximum of 6 years. SPREP is an Intergovernmental Organisation that assists Pacific Island countries and territories to protect and manage their environment to ensure they achieve sustainable development. SPREP’s membership comprises 21 Pacific Island countries and territories, together with 4 developed countries . It has a total staff of about 70 professional and support staff. The SPREP Strategic Programmes is to be delivered through two programmes; Island Ecosystems and Pacific Futures. The Island Ecosystems Programme includes components of Terrestrial ecosystems management, coastal and marine ecosystems management, species of special interest and people and institutions. The Pacific Futures programme includes components of waste management and pollution control, environmental planning, climate change and atmosphere, environment monitoring, reporting and multilateral environmental agreements and regional coordination mechanisms. Assisting the region to understand and respond to climate change, variability, sea level rise and stratospheric ozone depletions is an essential element of this mandate. American Samoa, Australia, Cook Islands, Federated States of Micronesia, Fiji, France, Guam, Kiribati, Marshall Islands, Nauru, New Caledonia, New Zealand, Niue, Northern Mariana Islands, Palau, Papua New Guinea, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu, United Sates of America, Vanuatu and Wallis and Futuna.
Key Responsibilities and accountabilitiesThe Climate Change Adviser will be responsible to the Director and/or Deputy Director through the Manager – Pacific Futures for strengthening a balanced mix of policy, technical, scientific and outreach activities in the Climate Change, Climate Variability, Sea Level Rise and Stratospheric Ozone Depletion Focus Area of SPREP’s Pacific Futures work programme. Specifically, he/she will be expected to: Coordinate and provide advise to the development and implementation of the Pacific Islands Framework for Action on Climate Change 2006-2015 and related Roundtable process; Further refine the Action Plan that underpins the Pacific Islands Framework for Action on Climate Change 2006-2015; Coordinate and provide advise to SPREP management, members and Council of Regional Organizations in the Pacific (CROP) on inputs to negotiations and processes of the United Nations Framework Convention on Climate Change, Conference of the Parties and its Subsidiary Bodies; Coordinate and provide advise to SPREP members and CROP agencies on inputs to the Kyoto Protocol, the Montreal Protocol and the UN Commission on Sustainable Development processes; Provide technical assistance to SPREP members on the preparations of their Second National Communications to the Conference of the Parties (COP); Coordinate staff inputs into the Climate Change paper for the annual SPREP meetings and coordinate SPREP’s inputs into the Climate Change paper for the Forum meetings; Advise and design climate change funding proposals in consultation with relevant staff to meet the needs of Members and SPREP on climate change, climate variability, sea level rise and stratospheric ozone depletion; In conjunction with other programme staff assist Management identify and secure funds and other support for the work program of SPREP; Assist programme staff in the development and implementation of climate-related projects; and Any other duties consistent with the above as assigned by the Director and/or Management from time to time.
Required Qualifications and ExperienceCandidates must have appropriate tertiary qualifications (preferably post-graduate qualifications in a relevant field) from a recognised institution in a climate change related field, specifically with the following : good understanding of the policy aspects of climate change but also possess adequate technical and scientific knowledge of adaptation, mitigation, meteorology and the global politics surrounding these areas; at least 5 years’ work experience, preferably within the Pacific islands region, in climate change related activities at a very senior level; proven project management experience and ability to prepare proposals, meeting papers and reports; ability to manage the work of consultants and to meet project deadlines often under difficult circumstances; and proven ability to live, work within and understand and empathize with the needs and aspirations of Pacific island communities and to work as part of an inter-disciplinary and/or multi-cultural team. Duty Travel: SPREP meets travelling expenses at prescribed rates necessarily incurred by staff required to travel away from Apia on official business.
Superannuation:
An expatriate contract staff member will receive a superannuation allowance
of 7% of basic salary. For local contract staff, SPREP will pay 7% of
basic salary to the Samoa National Provident Fund.
