GEF
EXPERT TO THE TECHNICAL ADVISORY COMMITTEE (TAC) FOR THE IMPLEMENTATION
OF THE PDF-B PROPOSAL FOR THE PACIFIC ADAPTATION TO CLIMATE CHANGE (PACC)
Background
The
GEF CEO has approved a PDF-B proposal for t he Pacific Adaptation to Climate
Change Project (PACC), which aims to build resilience to climate change
in selected countries in the key vulnerable socio-economic sectors of
water resources, food production and food security, coastal zone and associated
infrastructure. The PDF-B phase will identify and verify the range of
development activities that have taken place to confirm the base-line
scenario (development in the absence of climate change and without SCCF
contribution). The PDF-B exercise will involve the countries articulating
the activities they will be focusing on during the FSP based on their
differing baselines, capacity and needs. The PDF-B exercise will also
provide an opportunity for countries to know the kind of assistance and
expertise they can call on from each other and from the region and elsewhere.
The PDF-B will also assess the range of financial instruments and investments
needed at the national and regional level so that adaptation financing
is sustainable. This purpose of this assessment will be to ascertain the
incentives, institutions and instruments needed to fund adaptation activities
in the long-term and a forward strategy that will be implemented during
the FSP. The PACC PDF B is funded by the Global Environment Facility (GEF),
implemented by the United Nations Development Programme (UNDP) and executed
in the region by the Secretariat of the Pacific Regional Environment Programme
(SPREP).
A PDFB team is required
to assist the PICs in the project design activities of the PDF-B. The CTA
will recruit one GEF expert and 4 thematic regional consultants for water,
agriculture, infrastructure, and financing. The PDF B team will be responsible
for the planning and execution of the project, and undertake key activities
of the project including writing the PACC FSP brief, supervised by and working
in close collaboration with UNDP Samoa.
Coordination
Arrangements:
The
PACC PDF B phase will be managed by the UNDP Samoa Country Office (the
Implementing Agency), responsible for overall management, including financial
and substantial oversight, monitoring, evaluation, administrative and
technical backstopping throughout the PDFB process, and to ensure coordination
with other UNDP initiatives.
In
accordance with UNDP Results Management Guide, the Secretariat of the
Pacific Regional Environment Programme (SPREP) as an Implementing Partner
is responsible and accountable to UNDP Samoa for coordinating the PDFB,
achieving project outputs, and for the effective use of UNDP resources.
As part of its contribution to the PDFB, SPREP will appoint a full time
in house Chief Technical Advisor (CTA). In addition, the project will
recruit one GEF expert and 4 thematic regional consultants for water,
agriculture, infrastructure, and financing. The PDF B team will be responsible
for the planning and execution of the project, and undertake key activities
of the project including writing the PACC FSP brief, supervised by and
working in close collaboration with UNDP.
Tasks:
The
GEF expert will assist the Chief Technical Advisor [CTA] in the design
of the planned comprehensive regional adaptation initiative (PACC FSP)
and ensure that the relevant GEF processes, principles, policies and methodologies
are properly applied and reflected in the FSP project design approach
and activities.
A.
Development of the Full Size Project (FSP)
The
principal task of the GEF Expert will be to design the FSP in close consultation
with the CTA. This will largely be based, but not exclusively, on a review
of the climate change and financing mechanisms studies already conducted
in the region, national development strategies and plans, review of project
documents (EU’s DSAP, FAO’s Regional Programme for Food Security in Pacific
Islands Countries etc.) and a consultation exercise at the national and
regional level. The tasks in detail are as follows:
I)
Development of the PACC Framework
Through
consultation with all necessary stakeholders (national governments, UNDP,
SPREP, CROP, donor partners etc): Develop a Project Framework that will
guide the implementation of the PACC at the regional and national level
II)
Detailed adaptation activities and baseline in-country
Through
consultations, country missions and desk studies, the consultantwill do
the following in each of the 11 participating countries:
- Confirm the development
baseline (including costs) in 3 key climate sensitive sectors (building
on existing information); water resources management, food production
and food security and coastal zone and associated infrastructure;
- Identify co-financing
based on the available development baseline and secure co-financing
letters
- Determine and layout
the specific adaptation activities to be undertaken in the 3 key climate
sensitive sectors of water, agricultureand food security, coastal infrastructures;
- Confirm additional
cost of these identified climate change adaptation activities;
- Identify and evaluate
adaptation projects implementation requirements and barriers to implementation;
- Identify courses
of actions for the removal of barriers to the successful implementation
of adaptation implementation;
- Propose a framework
to deliver these adaptation activities in country during the FSP;
- Develop a strategy
that will ensure the integration of climate change adaptation issues
into the wider national economic and social planning processes and sectoral
plans for water resources management, food production and food security
and coastal zone and associated infrastructure. This strategy should
also ensure that adaptation is integrated into key national institutions
responsible for development and budgetary planning.
III)
Review Financing Mechanisms for Adaptation Initiatives
This
activity will involve the review of existing financing mechanisms for
adaptation initiatives and the design of the interventions on financing
mechanisms that will be implemented in the FSP Project that would lead
to facilitation of financing for adaptation initiatives.
IV)
Implementation arrangements
Review the institutional arrangements in climate change in other developing
countries;
Propose an implementation arrangement to enhance national implementation
and ensure effective delivery of the FSP at the national levels.
V)
FSP Executive Summary and Project Document
Prepare the FSP Project Brief and Executive Summary [GEF format]. First
Draft to be submitted to SPREP by November 2006;
Incorporate comments from stakeholders, UNDP, GEF and submit final draft
FSP Project Brief and Executive Summary by December 2006;
Prepare the FSP Project Document [UNDP format] upon approval of FSP Project
Brief and Executive Summary.
B.
Lead the Project Formulation workshop
This
will involve the following tasks:
Define the project approach and methods
Facilitate a Log Frame Analysis
Propose implementation arrangements in-country
Develop a monitoring and evaluation plan for the FSP
C.
Outputs
The
following outputs are expected from the GEF Expert :
A Comprehensive Report including findings from paragraph II);
Proceedings of the Project Formulation Workshop, in particular a monitoring
and evaluation plan for the FSP;
A Draft FSP Project Brief and Executive Summary in the official formats;
A revised FSP Project Brief and Executive Summary incorporating relevant
comments and suggestions of participating countries, the Council of Regional
Organizations for the Pacific [CROP], UNDP-Samoa and UNDP-GEF;
A draft FSP Project Document upon approval of the FSP Project Brief and
Executive Summary;
Consultancy Report providing an assessment/review of key issues and a
listing of all names/contacts made during the period of assignment.
D.
Qualifications
Extensive experience and in-depth knowledge in technical, economic, institutional,
regulatory, and financing aspects of climate change preferably in developing
countries;
Extensive experience with GEF project development and formulation of GEF
project briefs on climate change;
Familiarity with GEF operational strategy and operational programs, especially
the ones relevant to the project;
Experience in estimating incremental costs and log-frame approach;
Preferably working experience in the Pacific or in other Small Island
Developing States [SIDS] regions;
Postgraduate degree in relevant physical or social sciences or environmental
sciences;
Extensive experience in adaptation technology applications including experience
in the design and implementation of adaptation projects [preferably those
funded by the GEF];
Good track record in project design, with UNDP experience being an asset;
Project team experience;
Familiarity with, and updated on, various international projects on adaptation
development and applications, with experience in SIDS being an asset;
Very good
command of oral and written English.
E.
Reporting
The
outputs from this consultancy will be submitted to SPREP in hard copy
and electronic format. The GEF Expert will be required to submit drafts
of the reports to SPREP for comments. Copyright for the reports, and ownership
of all material produced during the consultancy, will be vested with SPREP.
F.
Resources
100 working days is estimated for this task and will be confirmed at the
Initial Workshop.
4 regional thematic leaders/experts in the areas of water, agriculture
and food security, infrastructures and financial instruments will be made
available to work with the GEF expert on the Project Formulation for a
total of 15 working days each. TORs for each thematic leader/expert will
be drafted by the CTA and the GEF expert in full consultation with UNDP
Samoa.
G.
Availability
The
consultant is expected to be available form late June 2006 in order to
participate in the initial planning workshop scheduled for 19 th -21 st
June 2006.
