CALL FOR TENDERS

APPOINTMENT OF AUDITORS

TO: Representatives of Governments and Administrations, National Focal Points

SUBJECT: APPOINTMENT OF AUDITORS


1. Our current external auditors complete their two-year contract this year. As approved in the Thirteenth SPREP Meeting, external auditors are to be appointed for a two-year period, with an automatic call for tenders at two-yearly intervals. The Secretariat therefore seeks your assistance in inviting tenders for the audit of the SPREP from qualified and interested audit firms in your country for consideration by the 15th SPREP meeting. Interested parties can obtain more detailed information by contacting SPREP directly.

2. The successful firm will be one, which has:

- experience in the audit of similar inter-governmental agencies or similar regional organisations;
- qualified personnel to undertake the audit; profiles of staff involved with the audit must be provided;
- demonstrated in its proposal that it would be able to conduct the audit in a competent and professional manner; and
- a competitive quote for the conduct of the assignment. Please note, however, that the cheapest quote will not necessarily be awarded the tender.

3. The deadline for the submission of tenders is 23rd July 2004.

4. It would be appreciated if Governments and Administrations could pass on a copy of the attached Notice to the major and qualified auditing firms in your country, to ensure the tender obtains the widest possible coverage, without incurring any cost to the South Pacific Regional Environment Programme.

1. SPREP is an intergovernmental organization responsible for environmental matters in the Pacific islands region. SPREP’s members include twenty-one Pacific Island countries and territories and four developed countries. SPREP’s aim is to promote cooperation in the region, and to provide assistance in order to protect and improve its environment and to ensure sustainable development for future generations.

2. SPREP currently has a total staff of 62 and a Budget expenditure of USD$9,296,840. The budget currency is the US dollar. Its net worth for the last financial year is estimated at USD$5,512,233 with total assets of USD$8,031,366 and liabilities of USD$2,519.133. Total transactions per fiscal year are in the region of 3,500.

3 SPREP maintains nine bank accounts including foreign currency accounts, and several foreign currency term deposits with commercial banks in Apia, Samoa. SPREP currently has around 130 active project accounts, for which separate audit reports are required for some of these projects.

4. It is intended to offer the successful tenderer a contract for the 2-year period 2005-2006 to undertake the audit of the South Pacific Regional Environment Programme. Qualified audit firms that are interested in submitting a formal tender are requested to contact the SPREP at the following address:
