The Second Edition of the Pacific Islands Framework for Action on Climate Change 2006 – 2015 was launched in Samoa at the 22nd Annual meeting of the Pacific Regional Environment Programme.
"I would like to thank the Secretariat of the Pacific Regional Environment Proramme (SPREP) and the governing council for allowing us to host the SPREP Meeting last year and part of the process for finalising the 2nd edition of PIFACC," said Ms. Kay Kalim, the Deputy Secretary of the Office of Climate Change and Development of Papua New Guinea.
"I would like to launch the second edition of the Pacific Islands Framework for Action on Climate Change 2006 – 2015 and hand this over to the current chair of the 22nd SPREP Meeting, the Marshall Islands. Thank you."
Papua New Guinea was the Chair of the 21st SPREP Meeting which was held in Madang, PNG in 2010. The Chair of the 22nd SPREP Meeting is the Republic of the Marshall Islands.
The vision of the PIFACC is "Pacific island people, their livelihoods and the environment resilient to the risks and impacts of climate change".
The purpose of the framework is to strengthen climate change action in the region through raising awareness of climate change issues, providing guidance on design and implementation of climate change measures, provide guidance on development of national and regional sustainable development strategies and providing a framework to enable measurement of progress of climate change action in the region.
The first edition of the PIFACC 2066 – 2015 underwent a midterm review for which the findings indicated there was low awareness of the document and the progress made with the implementation of the PIFACC was difficult to determine due to the lack of established monitoring and reporting procedures.
"The process for producing the second edition was developed and approved at the 21st SPREP Meeting and I would like to acknowledge 'friends of the chair' for the hard work that took place to reach the output you have in front of you," said Dr Netatua Pelesikoti, the Programme Manager of Pacific Futures, SPREP.
"The new addition to this is the introduction of a Monitoring and Evaluation Framework."
The monitoring and evaluation framework is available in the 6 different themes of; Implementing Tangible, On-Ground Adaptation Measures; Governance and Decision Making; Improving our understanding of climate change; Education, training and awareness; Mitigation of global greenhouse gas emissions and; partnerships and cooperation.
