The Protocol for the Prevention of Pollution of the South Pacific Region by Dumping (NCDP1986), an instrument under the Noumea Convention 1986, serves as a regional framework for Pacific Island countries to meet the global standards and objectives, aligning their obligations with those of the London Convention 1972 (LC1972).

The Secretariat of the Pacific Regional Environment Programme (SPREP) is also the Secretariat of NCDP1986 which entered into force 1990 and has been accepted by 11 out of 12 Noumea Convention Parties.
