Description

The GCF Readiness has provided the opportunity for the Niue’s NDA to begin assessing and identifying gaps in the government systems, networks and policies in order to strengthen its capacity so that it can fulfil its role to the GCF (and other climate finance donors) and support the country to realise its climate ambitions through accessing climate finance.
The Niue Readiness 2 requests support from the GCF to build upon outputs achieved from Readiness 1 to:
i. Continue strengthening the capacity of the NDA, embedding and improving its new processes and systems.
ii. Progress work for the accreditation of a national Direct Access Entity.
iii. Strengthen the capacity of the Private Sector to support climate finance activities, projects and national priorities.
iv. Strengthen strategic frameworks to guide and inform stakeholders on Niue’s priorities and needs to realise climate change ambitions.
v. Develop and submit concept notes through the Pipeline
Under Readiness 2 Niue also seeks to:
vi. Document and share best practices and lessons learned from Readiness and other climate finance activities to help other Pacific Island countries in the sub-region and further afield.

Objective

Building upon the previous project, this Readiness project aims to:

a) Focus upon continued strengthening of the NDA capacity to embed its climate finance functions across government through the improvement of internal processes and systems;
b) Utilise the PWC gap assessment and action plan to progress work for the accreditation of a national Direct Access Entity;
c) Strengthen strategic frameworks to guide and inform stakeholders on Niue’s priorities and needs to realise climate change ambitions;
d) Strengthen the engagement the Private Sector to support climate finance activities, projects and national priorities;
e) Progress Niue’s Country Programme through the development and submission of concept notes to the GCF;
f) Establish and sustain a virtual community of practice for NDAs and project focal points to share best practices and lessons learned from climate financing activities with colleagues in Pacific Island countries.
