Description

The Regional Pacific Nationally Determined Contribution (NDC) Hub was launched in 2017 and officially established in 2018, as an initiative emerging from Pacific Island Leaders at the Climate Action Pacific Partnership (CAPP) in 2017 and Fiji’s Presidency of COP23. The Hub, in partnership with SPREP and other One CROP (Council of Regional Organizations of the Pacific) agencies, aims to provide a regional coordinated mechanism to support countries in meeting their climate related commitments under the Paris Agreement as part of their Nationally Determined Contributions (NDCs). Assistance can be provided and tailor-made to suit NDC Hub members so they can produce relevant national policies and measures that action those commitments. In taking a demand-driven approach, the NDC Hub receives requests from its 14 member countries from around the Pacific region outlining their specific needs for support in the NDC Process and implementation so the proper technical expertise can be provided accordingly.

GIZ has been coordinating the ND Hub since 2018 during phases 1 to 3, and SPC took over from GIZ as NDC Hub Project Management Unit in September 2024. The fourth phase of the NDC Hub is set to run from September 2024 to August 2027, with the implementation of country requests/projects divided amongst the implementing partners, including SPC and SPREP. SPC manages the NDC Hub Implementation Unit, and the Australian Department of Climate Change, Energy the Environment and Water (DCCEEW) has committed funding to the Regional Pacific NDC Hub to support PICs achieve their obligations under the Paris Agreement.

On April 2025 SPREP and SPC signed a letter of agreement to collaborate together to jointly implement the Project within their respective mandates and essentially agree on requirements and roles on SPREP implementing 4 country requests (3 for Samoa and 1 for Tuvalu) and 10 requests to be implemented by SPC.

NDC Hub Phase IV
Objective

The NDC Hub Phase IV is to retain its unique structure and ability to deliver demand driven support to the region, whilst expanding the Hub's focus on coordinating among regional actors and supporting countries in the process of accessing climate finance. This objective will be measured through the following outputs:
- Output 1: The NDC Hub Implementation Unit withing SPC is sustainably established, financed and operational.
- Output 2: In alignment with the Strategic Outcomes of the NDC Hub's Long-Term Strategy, PICs are supported in financing and implementing their NDCs, while considering Gender Equality and Social Inclusion (GESI)
- Output 3: PICs are strengthened in realizing their commitments towards the UNFCCC and COP21 Paris Agreement based on coordination supported by the NDC Hub and regional and international actors.
- Output 4: Knowledge, peer-to-peer exchange, and best practices for NDC implementation and financing are disseminated among PICs and with other regions, through collaboration with the other relevant actors.
- Output 5: PICs progress towards realizing their NDC targets and addressing climate change is communicated at the national, regional, and international level.
