Waste management is a growing concern around the world due to the increase in waste production. However, efficient waste management, and in particular the establishment of collection, sorting, recycling and recovery systems, requires sustainable financing.

About Sustainable Financing Mechanisms and Container Deposit schemes (CDS)

Advanced Recovery systems such as Container Deposit schemes (CDS) are widely implemented in the Pacific Region, and the SWAP project collaborates in the implementation of these actions.. They are legislative instruments designed to create a way to sustainably finance waste management and recycling. These mechanisms can encourage households to recycle by including a deposit in the sale price of manufactured and imported products. When the item is returned to a deposit location, a portion of the deposit is paid back to the consumer. The other part is allocated to finance the collection, transport and treatment of the item. These systems have proven successful around the world to encourage recovery of end-of-life products, and to ensure governments have access to sustainable financing to develop and operate waste management infrastructures including recovery and recycling facilities.

What does the SWAP project include?

Technical and financial support for the development of a pilot project for waste management sustainable financing area was requested by Wallis and Futuna.  Container Deposit Schemes have been implemented in the island territory since 2017.  SWAP is assisting this work through the development of a scrap metal recovery facility to support sustainability of the CDS in Wallis and Futuna, which shall also help create local employment.

Beforehand, a feasibility study has been undertaken to assess requirements for the implementation of a scrap metal recovery facility in Wallis and Futuna.

The SWAP project, in partnership with the Department of Environment in Wallis and Futuna, is looking for local counterparts to implement and operate the facility.
